Vietnam is among the world’s main sources of wood and wooden products. In terms of exports, it ranks fifth in the world, second in Asia and first in the ASEAN, according to a March 7, 2018, report on VietnamNet Bridge.

Preliminary data from the General Department of Customs of the Ministry of Finance in Vietnam show 2017 exports of wood and wooden products up 10 percent year over year at nearly $7.7 billion. The US, China and Japan were the top importers, accounting for more than 70 percent of export revenue.

Statistics from the DESA/UNSD, United Nations Comtrade database, show that the country sent abroad about $4.0 billion worth of furniture in 2016. The data covers upholstered and non-upholstered seats, kitchen and bedroom pieces, and other types of wooden furniture exported under HS codes 940161, 940169, 940330, 940340, 940350 and 940360. Statistics for 2017 are not yet available.

The outlook on 2018 exports is optimistic, with global furniture consumption and trade projected to grow by 3.5 percent and 4.1 percent. Most companies already have orders to fill until June or even the end of the year, Viet Nam News reported March 7, 2018, citing Huynh Van Hanh, permanent vice-chairman of the Handicraft and Wood Industry Association of Ho Chi Minh City (HAWA).

Vietnam’s forestry industry aims to push exports of wood and wooden products to approximately $8.7 billion in 2018 and to $10 billion in 2019.

Anticipating strong export growth, many companies are investing in new factories or upgrading production lines to expand capacity. A number are also hiring designers to create higher-value pieces.

Suppliers of furniture and other wood products are also acquiring the necessary documents to demonstrate the legality of the timber they are using. Additionally, a number are obtaining certification showing their compliance with international labor laws and corporate social responsibility.

Competitive advantages

The industry’s strong export growth is attributed in part to the Vietnam’s existing free trade agreements (FTAs) and ongoing trade negotiations, which present opportunities for manufacturers of furniture and other wooden products to enhance their competitiveness and boost sales.

Among the agreements anticipated to increase overseas sales is the EU-Vietnam FTA (EVFTA ), which is expected to take effect in 2018. Under the agreement, tariffs on wooden furniture and handicrafts will be reduced to zero. Wood-processing machinery from the EU will also be subject to lower tariffs, making them more affordable to Vietnam suppliers.

The Voluntary Partnership Agreement on Forest Law Enforcement, Governance and Trade (VPA-FLEGT), which may come into force in 2019 or 2020, is also anticipated to have a positive impact on exports. When the VPA is fully implemented, Vietnam’s shipments of timber and timber products to the EU will have to be accompanied by an FLEGT license, which shows the legal origin of the items.

The bilateral agreement is expected to facilitate exports to the EU since FLEGT-licensed products automatically meet the requirements of the EU Timber Regulation (EUTR). Consequently, such items will not be subject to the due diligence provisions of the EUTR, which prohibits the placement of illegal timber in the EU market, the European Commission said in a news release dated May 11, 2017.

Besides trade agreements, Vietnam has policies and programs in place to grow its wooden products industry. In November 2017, the National Assembly passed the Forestry Law, which is expected to take effect in 2019. Compared to the 2004 Law on Forestry Protection and Development, the new law covers a wider range of issues, including the processing and trade of forest products.

In June 2017 , Vietnam’s National Assembly passed the Law on Support for Small- and Medium-Sized Enterprises. Under this law, which became effective in January 2018, qualified micro, small and midsize businesses can avail of a lower corporate income tax rate and other incentives.

Vietnam’s wooden furniture makers also benefit from having access to a large workforce. In 2016, the country had about 54.4 million people aged 15 years or older, according to preliminary data extracted from the General Statistics Office of Vietnam. Literacy rate was at 95 percent.

The country also has lower wages compared with China, Malaysia and other countries in Asia. Starting January, regional minimum wages in Vietnam ranged from approximately $121 to $175 per month.

Challenges

The main challenge for makers of furniture and other wooden products is the shortage of raw materials amid the closure of natural forests and the other measures being implemented by various countries to protect their timber resources. Additionally, the EU, the US and several other markets have regulations banning the sale of illegal wood and its products, further limiting sources of supply.

As of 2016, approximately 205,000 hectares of Vietnam’s forest area were certified as managed in a sustainable fashion, Viet Nam News reported June 16, 2017. The country’s target is to have 500,000 hectares certified by 2020.

Amid the scarcity of timber, raw material costs are on an upward trend. Rates for domestic rubberwood have gone up 30 to 40 percent in the past 12 months. Melaleuca and eucalyptus wood imported from Malaysia and Singapore are about 20 percent more expensive, while the cost of oak from the US rose 5 to 10 percent.

Acquiring certificates of compliance with international standards add to production costs. Amid various safety concerns and rising social awareness among consumers, buyers are asking companies to provide certification of their products’ quality, their manufacturing systems and their social compliance.

Labor-related expenses are also on the rise. Monthly minimum wages in Vietnam’s various regions are up more than 6 percent from 2016 levels.

Furniture makers also have to contend with additional costs related to acquiring certificates of compliance with international standards. Amid rising social awareness in the market, buyers are asking suppliers to provide certification not only of their products’ quality, but their manufacturing systems and social compliance.

Industry composition

Vietnam has approximately 4,000 wood-processing companies , including furniture makers. Privately owned domestic and foreign-invested enterprises account for the bulk of the industry , while state-invested entities make up about 5 percent of the sector. Among the latter, the main sources of foreign direct investment are mainland China and Taiwan.

Small enterprises, which make up over 90 percent of the industry, usually have fewer than 200 full-time workers. The annual sales of these companies typically do not exceed $2.2 million. Midsize operations can have up to 300 employees. Yearly sales of these companies can reach $8.3 million.

Most wooden furniture suppliers are based in the Red River Delta, South Central Coast, Central Highlands and the Southeast regions of Vietnam.

In the Red River Delta region, the production hubs are Hanoi City and the provinces of Hung Yen, Hai Duong and Bac Ninh, Vinh Phuc, and Nam Dinh. Makers in the South Central Coast, meanwhile, are located mostly in the provinces of Quang Nam and Binh Dinh.

In the Central Highlands, suppliers are found in Gia Lai and Dak Lak provinces. Wooden furniture makers in Southeast Vietnam are mostly in the provinces of Binh Duong, Dong Nai, Ba Ria- Vung Tau, Long An and Ho Chi Minh City.

Materials & designs

Vietnam suppliers of wooden furniture use various types of timber. For bedroom furniture, the options include acacia, oak, pine, rosewood and teak. Models for the dining room and kitchen usually come in pine, oak, acacia and rubberwood, while living room furniture are often in pine, oak, rosewood, acacia and teak. For outdoor furniture, the wood selection includes teak, eucalyptus and acacia.

For stuffed wooden furniture, cotton, polyester, acrylic and wool are among the top choices. Cotton and polyester are typically sourced from companies in Binh Duong province and the cities of Ho Chi Minh and Hanoi.

Timber is sourced domestically or imported. Vietnam’s wood-processing industry uses more than 30 million cubic meters of solid wood and wood-based materials annually, one-third of which is sourced overseas, The Voice of Vietnam reported Jan. 24, 2017.

For domestic timber, furniture makers typically source pine from the provinces of Quang Ninh, Son La, Nghe An, Ha Tinh, Quang Tri, Thua Thien-Hue, Quang Nam, Binh Thuan, Kon Tum, Dak Lak, Dak Nong and Lam Dong. Rubberwood is usually from Bunh Phuoc, Binh Duong, Tay Ninh and Vung Tau provinces, and acacia is usually from the country’s Highlands and the southeastern and central regions of Vietnam.

For imported wood, the sources include China, the US, Cambodia, Malaysia, Thailand, Laos, Chile, New Zealand, Germany and France. Oak, Siamese rosewood, teak and eucalyptus are some of the timber species sourced overseas.

Vietnam furniture makers offer a wide range of styles, from antique and traditional, to modern and contemporary.

Recent releases combine simplicity of design with comfort and functionality. Oiled finishes highlighting the natural color of the wood are popular.

For indoor furniture, sectional sofa sets that can be configured in various ways and provide different seating options are on trend. The latest designs are characterized by clean lines and topped with cushions. A number are mixed-media pieces combining wood and metal in the frame.

For gardens and other outdoor areas, the preference is for foldable chairs and benches.

Small companies have three to five designers, while midsize operations have five to eight. Large manufacturers have more than 10.

Buyer-specified designs still account for the majority of wooden furniture produced in Vietnam, especially with regard to modern and contemporary designs. Many suppliers have limited resources to invest in keeping their collections up to date with current market trends.

Manufacturing & QC

Most manufacturing processes are done in-house, including the cutting and shaping of the wooden pieces, assembly and finishing. These are completed using machines procured from local suppliers or overseas.

Amid growing demand, several makers are investing in installing new equipment to expand production capacity. Some are opting for machines with advanced technologies or high levels of automation to raise productivity, according to a report posted Nov. 30, 2017, on VietnamNet Bridge.

Quality management usually involves checking that the moisture content of the timber is below 10 percent. Semi- and finished pieces are also inspected to ensure that the dimensions, structure, finish and other specifications meet requirements.

Many companies follow ISO 9001 guidelines. In addition, some have acquired Forest Stewardship Council Chain-of-Custody (FSC CoC) certifications or have their products assessed for compliance with the Business Social Compliance Initiative (BSCI).

For products, ASTM, EN 581 and other international standards are followed.

p>QC teams in small companies usually have fewer than 10 people. In midsize operations, up to 20 people focus on quality management, while large factories have more personnel involved.

Pricing

Prices are mainly dependent on the type of wood used and the labor cost for producing the pieces.

In terms of bedroom furniture, the selection below $100 include single beds with pine frames. Between $100 and $200, products include sets comprising a queen-size bed, nightstand and wardrobe made of oak and oak veneer. Higher up the price range are sets made of solid oak, teak or rosewood.

Dining table sets consisting of one rectangular table and four chairs made of acacia wood are available for less than $150. Higher-priced sets include pine and oak models that include more pieces.

For living room furniture, TV stands and console tables made of oak are available for $80 or less. A corner sofa set consisting of two chairs and one rectangular table with acacia wood frames are offered for about $200.

For garden furniture, the selection below $90 includes foldable sets consisting of two chairs and a table made of acacia and metal. Three-piece outdoor furniture sets made of teak and stainless steel are priced higher.

In coming months, prices of furniture from Vietnam are expected to increase amid the higher timber costs. A number of suppliers, however, intend to keep quotes at current levels to retain and attract buyers.

Rates for rubberwood, for example, have gone up 30 to 40 percent in the past 12 months. The cost of oak imported from the US has risen 5 to 10 percent, while rates for melaleuca and eucalyptus wood from Malaysia and Singapore are up 20 percent.
