Amid rising environmental awareness among consumers, wooden furniture suppliers in Vietnam are enhancing their capability to provide competitively priced models made from sustainable timber resources. Several markets, including the EU and the US, have regulations restricting the sale of illegal wood products.

Many suppliers, particularly those targeting the US and the EU, are using wood that comes from plantations or suppliers with the Forest Stewardship Council (FSC) Forest Management (FM) or Chain of Custody (CoC) certifications. Additionally, several companies have obtained CoC certifications for their products to show that they support responsible forest management.

Vietnam has more than 200,000 hectares of FSC-certified area, according to information posted on the FSC website. Among those with combined Forest Management and Chain of Custody certification (FM/CoC) is the Quang Tri Smallholder Forest Certification Group in central Vietnam, which includes 517 smallholders and covers about 1,393 hectares of acacia plantations.

Domestic supply, however, falls short of demand. Consequently, for most furniture makers, adopting timber from FSC-certified forests means importing wood from Malaysia, the US, New Zealand and South America because domestic supply of the material is limited. Using certified wood, whether this is domestically sourced or imported, also means an additional expense since the material costs more than non-certified versions.

FOREXCO, which is located in Quang Nam province, is among the wooden furniture suppliers with FSC CoC certification. Another is Dai Thanh Furniture JSC, which is located in Binh Dinh province.

Furniture manufacturers are using FSC-certified lumber as part of efforts to meet the requirements of the revised Lacey Act and the EU Timber Regulation (EUTR). Both regulations prohibit the trade of illegally harvested plant and wood, as well as products derived from such materials.

In November, Vietnam and the EU reached an agreement in principle on the contents of the Forest Law Enforcement Governance and Trade (FLEGT) Voluntary Partnership Agreement (VPA). Under the terms of the VPA, which is expected to be ratified in 2017, Vietnam will develop a timber legality assurance system and other reforms, including issuing specific legislation to ensure the legality of timber it imports for further processing. The agreement is expected to boost confidence in the legality of timber products exported by Vietnam and promote trade, according to a news release.

Timber products included in the scope of the VPA encompasses all major products exported to the EU, particularly the five compulsory timber products as defined in the FLEGT Regulation of 2005, namely logs, sawn timber, railway sleepers, plywood and veneer. Covered products also include wood in chips or particles, parquet flooring, particle board and wooden furniture.

Vietnam is among the world’s largest exporter of wood and wooden products. In 2015, exports in the line amounted to nearly $6.89 billion, up 10.6 percent from the previous year, according to the General Department of Customs of the Ministry of Finance in Vietnam.

During the first 11 months of 2016, the country’s wood and wooden product exports were valued at approximately $6.22 billion, up 1.2 percent compared to the same period in 2015. Among the main importers were the US, Japan, South Korea, China, Canada, Australia and the EU.

Competitive advantages

Vietnam’s wooden furniture makers benefit from having access to a large labor force. In 2015, about 70 percent of the country’s total population of more than 90 million were of working age, or between 15 and 64 years old, according to data on the World Bank’s website.

The country also has lower wages compared with China and several other countries in Asia. Starting January, minimum wages in Vietnam ranged from approximately $116 to $165 per month, depending on the area. These are only about 50 percent of the monthly rate in Shanghai.

In terms of skills, the country has more than 300 wooden craft villages from which furniture makers can hire carpenters, carvers, painters and other artisans. Many of these villages are located in the Red River Delta region.

Furniture makers also ensure that regular employees have the necessary skills by providing training in woodworking and other skills. Some suppliers are conducting trainings FSC principles and requirements.

Vietnam’s furniture industry is also gaining strength from the various free trade agreements (FTAs) that will facilitate the importing of raw materials and exporting of wooden products overseas. One that recently came into force is the Viet Nam-Eurasian Economic Union FTA, which took effect in 2016. The Vietnam-EU FTA, negotiations for which have concluded, is expected to enter into force in 2018.

Organizations such as the Handicraft and Wood Industry Association (HAWA) and the Vietnam Chamber of Commerce and Industry (VCCI) also have several initiatives that support the wooden furniture industry.

HAWA organizes training sessions to improve suppliers’ design capability and knowledge. It also holds competitions on furniture design to discover young designers and connect them with furniture manufacturers.

VCCI also conducts seminars and workshops on various topics, including business opportunities and financial tools and techniques.

NEPCon, a Danish-registered nonprofit organization, and the Research Institute for Sustainable Forest Management and Forest Certification (SFMI), a Vietnam-based nongovernment organization, has an ongoing project that aims to equip SMEs in Vietnam with the know-how for satisfying FLEGT requirements and EUTR-related buyer demands. The project is funded by the European Commission.

Challenges

One of the major challenges facing the industry in its efforts to boost exports is the limited supply of wood that can be sourced within Vietnam, particularly those with FSC certification. Further, local furniture companies not only have to compete with each other for this supply, but with makers in China and other foreign-invested enterprises.

Vietnam has more than 3.5 million hectares of planted forest, Viet Nam News reported in December 2016, citing Nguyen Ton Quyen, general secretary of the Vietnam Timber and Forest Product Association.

The country’s output of wood materials reaches about 23 million cubic meters per year. This is short of demand, which exceeded 31 million cubic meters in 2015, according to Quyen.

With demand outpacing supply, the cost of domestic timber has increased. Rates for rubberwood, for example, has risen 20 to 25 percent compared to earlier in 2016, Viet Nam News reported, citing Do Xuan Lap, Chairman of Binh Dinh Timber Association.

Amid the domestic wood supply situation, many furniture makers source their requirements overseas. Between January and November 2016, Vietnam imported nearly $1.63 billion worth of wood and wooden products, according to the General Department of Customs. In 2015, imports amounted to $2.17 billion.

The cost of imported wood is expected to increase by 3 to 5 percent in coming months. Rates of domestic materials are expected to rise 10 to 20 percent.

To minimize the impact of the wood supply issue on their businesses, wooden furniture suppliers are working more closely with buyers to keep their market intelligence up to date and to enhance their relationships with customers. Many manufacturers are also investing in training their workers and more efficient high-technology equipment such as CNC milling and sanding machines.

Additionally, several companies are trying to expand market reach through participation in trade fairs and other marketing activities.

Industry composition

Vietnam has about 3,000 woodworking companies, including furniture makers.

The majority of woodworking companies in Vietnam are privately owned. Enterprises with foreign direct investment, typically from the UK, mainland China, Taiwan, South Korea or Japan, account for approximately 14 percent, while state-invested operations make up less than 5 percent of the woodworking industry.

Woodworking companies congregate in Hanoi and the provinces of Hung Yen, Hai Duong, Bac Ninh, Vinh Phuc and Nam Dinh in the Red River Delta region. In the South Central Coast, factories are found in the provinces of Quang Nam and Binh Dinh. Gia Lai and Dak Lak provinces, meanwhile, are the key hubs in the Central highlands.

In the Southeast region, suppliers of wooden products are located mainly in the provinces of Binh Duong, Dong Nai, Ba Ria-Vung Tau and Long An, and Ho Chi Minh City.

Small enterprises, which have fewer than 200 full-time workers, make up about 95 percent of the Vietnam’s woodworking industry. Typically occupying less than 3,000sqm, these factories are capable of producing 27 FEUs monthly. Their annual revenue does not exceed $2.2 million.

Midsize operations can have up to 400 full-time employees and plants of up to 18,000sqm. These suppliers can roll out approximately 125 FEUs each month, and their sales can reach $8.2 million annually.

Manufacturers with larger workforces and factories can produce about 385 FEUs monthly. Their annual revenue exceeds $8.2 million.

Materials & designs

Wooden furniture makers in Vietnam use a wide variety of wood species. For living room furniture, the selection includes pine, oak, rubberwood, acacia and beech. Pieces for the bedroom are typically in acacia, oak, rubberwood and pine.

Kitchen and dining room furniture, meanwhile, usually come in pine, oak, birch and jackfruit wood. For outdoor furniture, acacia, teak, eucalyptus, melaleuca and keruing are among the options.

Within Vietnam, acacia can be sourced from the Highlands, and the central and southeastern regions. For pine, the provinces of Quang Ninh, Son La, Nghe An, Ha Tinh, Quang Tri, Thua Thien-Hue, Quang Nam, Binh Thuan, Kon Tum, Dak Lak, Dak Nong and Lam Dong are the main sources. Rubberwood is grown in Bunh Phuoc, Binh Duong, Tay Ninh and Vung Tau provinces, and melaleuca can be found in Quy Nhon, Tay Ninh, Quang Binh and Dak Nong provinces.

Cambodia, Laos, China, the US, Malaysia, Thailand, Chile, New Zealand, Germany and Brazil, meanwhile, are among the main sources of wood outside Vietnam.

From Cambodia, the main imports include Siamese rosewood, ipil, sepetir, Burma padauk, balau, Burma sal, batal, merawan, Indochina ironwood and giam. Imported wood also include the following: balau and keruing from Laos; oak from the US, UK and Germany; teak from Costa Rica; and acacia and eucalyptus from Malaysia. Eucalyptus is also sourced from Australia and South America.

Classic, traditional and modern furniture styles are offered. For outdoor furniture, suppliers are offering designs in yellow, blue, red and green and other colors in addition to the usual natural wood finish.

Small companies have three to five designers, midsize operations have five to eight, and large manufacturers have up to 12. Buyer-specified designs, however, still account for the majority of production, especially for modern and contemporary styles. Many suppliers lack the resources to regularly update their collections with designs that meet current market preferences.

Manufacturing & QC

Cutting, sanding, finishing and other production processes are typically all done in-house. Several manufacturing steps are still done by hand, particularly in the production of furniture styles that require intricately carved details.

Most companies use basic or low-technology equipment from local suppliers or from mainland China or Taiwan. Factories with CNC machines and other high-technology equipment typically imported these from Japan and Europe.

Apart from checking the materials, QC measures typically include checking the appearance and durability of the pieces at different production stages. If certificates of compliance with EN 581 and other international standards are required, furniture makers send samples to SGS and other testing agencies.

QC teams in small companies consist of not more than 10 people. In midsize companies, there are up to 20 people in QC. Larger operations have more personnel doing quality checks.

Pricing

The type of wood used, the complexity of design and the product size are the main price determinants. The order quantity, competition and the relationship between suppliers and buyers also influence quotes.

Pieces at the low end of the price range typically come in pine, rubberwood, acacia or MDF. Midrange designs use acacia, oak, ash, eucalyptus, melaleuca, beech or birch. For high-end models, makers usually adopt teak, keruing, mahogany or ironwood.

For living room furniture, coffee tables made of acacia or oak are available for less than $85. Small pieces measuring 20x55x50cm may come in teak.

Sofa sets priced less than $850 come in rubberwood, beech, birch, oak and ash. These sets include one coffee table, a single seater, a two seater and a three seater.

Bunk beds with pine or oak frames are available for less than $300. Higher up the price range, the selection includes double and king beds that use teak, oak and poplar.

For wardrobes, options below $115 include 163x160x20cm designs in oak or acacia. Teak and cherry models measuring 220x150x60 are between $200 and $350.

Dining table sets consisting of one table and two chairs made of pine are available for less than $110. Higher-priced sets include rubberwood and oak models which include more pieces.

For garden furniture, the selection below $130 includes sets consisting of two chairs, a bench and a table made of acacia or eucalyptus wood.

To retain and attract buyers, a number of furniture makers intend to keep export prices stable in coming months.
