The first half of 2017 saw exports and the inflow of foreign direct investment (FDI) into Vietnam on an upward track despite the US’ withdrawal from the Trans-Pacific Partnership (TPP) in January. This is attributed in part to the country’s other free trade agreements (FTAs) and its continued efforts to fulfill commitments to these deals and create more favorable business conditions.

Taking advantage of the opportunities that the deals present, however, brings its own share of challenges. Chief among these is increased competition.

The value of handbags, purses, suitcases, headgear and umbrellas that Vietnam sent abroad during the first six months of 2017 was up about 4 percent from the same period last year. To keep overseas sales on an upward track, suppliers of fashion accessories and jewelry are combining different materials to create unique products. Many are adopting sustainable materials in these mixed-media designs.

The industry offers a wide range of products. This report focuses on three key categories: bags and wallets, headwear and neckwear, and jewelry.

Exports

Data from the General Department of Customs, Ministry of Finance of Vietnam, show exports of handbags, purses, suitcases, headgear and umbrellas on a growth track. From about $1.94 billion in 2013, the value of these exports rose to nearly $3.17 billion in 2016. In the first six months of 2017, the value of handbags, purses, suitcases, headgear and umbrellas sent abroad increased 4 percent year over year to approximately $1.66 billion.

About $676.6 million worth of products went to the US, making it the top single-country importer during the first half of 2017. The other major markets were Japan, the Netherlands, Germany and China, which imported a total of $488.7 million.

Vietnam’s customs department does not track neckwear and costume jewelry as a separate export category, but 2013 to 2015 data from DESA/UNSD, United Nations Comtrade database show that exports of most products in these lines are also increasing.

In 2015, exports of shawls, scarves, veils, mufflers and mantillas that are not knitted or crocheted exceeded $5.6 million, up 47 percent from 2014. The US was the top overseas destination, with approximately $2.4 million worth of products going to the country. The other major markets were Japan, South Korea, Italy and China.

Vietnam’s imitation jewelry exports, meanwhile, reached nearly $82.5 million in 2015, an increase of 63 percent from 2014. The US and Australia were the top markets, importing $27.9 million and $26.1 million worth of products, respectively. The other key destinations were Germany, Singapore and France.

Competitive advantages

Vietnam’s trade agreements and initiatives to support exporters are among the main reasons for the country’s rising exports of fashion accessories and jewelry.

Vietnam, as a member of ASEAN, is a member of the ASEAN Free Trade Area and has signed FTAs with China, South Korea, Australia and New Zealand, India and Japan. It also has bilateral FTAs with Japan, Chile and South Korea, all of which are in force.

Vietnam’s trade agreement with the Eurasian Economic Union (EAEU), which comprises Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan, took effect in October 2016. Under the Vietnam-EAEU FTA, about 90 percent of all tariff lines will be cut or eliminated. Crocheted or knitted scarves, shawls mufflers, mantillas, veils and similar products made of cotton and wool are among the products with tariffs reduced to zero. Duties on handbags, trunks and other cases are scheduled to be eliminated in 2025.

Negotiations for the Vietnam-EU FTA, meanwhile, concluded in December 2015 and the agreement is expected to enter into force in 2018. Under this FTA, nearly all tariffs on goods traded between the two economies will be eliminated. The agreement also covers non-tariff barriers to trade, public procurement investment, intellectual property rights, sustainable development and other trade-related matters.

With regard to the TPP, representatives from the 11 remaining signatory countries—Australia, Brunei Darussalam, Canada, Chile, Japan, Mexico, New Zealand, Malaysia, Peru, Singapore and Vietnam—agreed in May 2017 to “launch a process to assess options to bring the TPP into force expeditiously, including how to facilitate membership for the original signatories.” The assessment is expected to be completed before the APEC Economic Leaders Meeting on Nov. 10-11, 2017, in Da Nang, Vietnam, according to a May 2017 news release of the New Zealand government.

Besides facilitating entry of Vietnam products into various markets, these trade pacts and those currently under negotiations or review are encouraging makers to upgrade manufacturing facilities and develop new products. These are also anticipated to increase FDI in fabric production and other supporting industries.

The Vietnam government also has programs aimed at promoting exports of fashion accessories, jewelry and other products. The Ministry of Industry and Trade, for instance, encourages participation in trade shows by shouldering up to 70 percent of booth costs.

The country has also improved the ease of doing business. In 2017, Vietnam went up to no. 82 from no. 91 in the World Bank’s Doing Business ranking, posting improvements in trade across borders, paying taxes and protecting minority investors.

The country’s large labor pool and relatively low labor costs also benefit the industry. Vietnam had a labor force of nearly 54 million as of 2014, according to data on the General Statistics Office of Vietnam. Minimum wages in Vietnam are also relatively lower than those in China and several other countries in Asia.

Vietnam’s labor force includes artisans capable of intricate embroidery, weaving and crocheting, who can be found in craft villages scattered across the country.

The diversity of the country’s natural resources that can be used in fashion accessories and jewelry is also an advantage. Rattan, seagrass, bamboo and coconut shells are some of the materials sourced domestically.

Challenges

Global economic integration brings challenges, as well as opportunities. Price competition, especially with China counterparts, is one such challenge.

Vietnam suppliers are often at a disadvantage in price competition, due partly to underdeveloped supporting industries, including those for textile products. Leather, nylon, polyester mesh, cotton and plastic accessories for bags, wallets, caps and wraps are some of the inputs often sourced overseas, usually from mainland China, Taiwan and South Korea.

In the costume jewelry sector, some makers subcontract the welding of steel earring hooks and other metal parts to China companies. This raises production costs by up to 20 percent and extending lead times by at least one week.

Having underdeveloped supporting industries also limits suppliers from taking full advantage of the opportunities presented by Vietnam’s trade pacts. Each FTA has rules of origin that products must comply with to be able to avail of preferential tax rates. These rules of origin often require that a percentage of the FOB value of the product is from Vietnam and/or other signatory countries of the FTA.

Amid the intense price competition, rising production costs are a major concern. In the past 12 months, rates of bamboo, rattan and seagrass have increased 10 to 30 percent. Expenses for electricity and water rose 5 to 10 percent year over year, according to interviewed suppliers.

Labor-related expenses are also on an upward track, putting Vietnam suppliers’ cost advantage and price competitiveness at risk. Besides higher minimum wages, makers are also facing a shortage of skilled workers for processes such as beading in the production of intricate gemstone jewelry. This is driving them to offer better salaries and other benefits to attract and retain skilled workers. Additionally, many companies are also investing on providing their workers with proper training.

Industry composition

Vietnam is home to numerous suppliers of fashion accessories and jewelry. The website of the Vietnam Leather, Footwear and Handbag Association (LEFASO) lists more than 500 companies, about 20 percent of which offer bags.

The majority of fashion accessories and jewelry suppliers are locally owned, small and midsize companies.

Small enterprises employ 100 or fewer workers and have facilities that are 2,700sqm or smaller. These produce about 60,000 pieces monthly and generate annual overseas revenue of approximately $1.7 million.

Employing no more than 200 workers and operating up to 5,700sqm factories, midsize companies produce about 260,000 pieces monthly. Annual export revenue of these suppliers reaches $2.7 million.

Companies with larger workforces and production areas roll out more than 260,000 pieces monthly. These enterprises generate over $2.7 million from annual exports. Among the large manufacturers in Vietnam is Binh Duong province-based TBS Group, which can produce 4 million bags annually, according to its website.

With their proximity to seaports and abundance of craft villages, the cities of Ho Chi Minh and Hanoi are the key sourcing centers for fashion accessories such as bags, wallets, caps, wraps and costume jewelry.

Accessories made of water hyacinth and seagrass are widely available in Tien Giang, Hau Giang, Vinh Long and Dong Thap provinces, which are close to the Mekong River. For embroidered bags and wallets, the major production hubs are Ha Tay, Thai Binh, Ninh Binh and Ha Nam provinces.

Materials

The trend for natural materials is strong in fashion accessories and jewelry. Adoption of sustainable materials such as seagrass, bamboo, rattan and coconut shells are also popular, especially in bags and wallets.

Bags & wallets: Bags from Vietnam include totes, shoulder bags, sling bags, backpacks and clutches. For men’s wallets, bifold styles with multiple pockets for identification and credit cards, coins and other items are the most common. In women’s wallets, checkbook, clutch and travel wallets are popular.

Natural raw material options for both categories include genuine leather, seagrass, bamboo and rattan. Genuine leather models may be made of cowhide or the skin of an ostrich, crocodile or snake. Silk is another raw material option.

Among synthetics, polyester, nylon and PU leather are the types commonly used.

Seagrass is sourced from the provinces of Tien Giang and Thanh Hoa. Rattan is procured from Nghe An province and the city of Da Nang, while bamboo is from Hoa Binh and Thanh Hoa provinces. Coconut shells are commonly sourced from Ben Tre province.

Ha Dong in Van Phuc village, Hanoi, is the main source of handloomed silk. The material can also be obtained from Tan Chau village in An Giang province.

Cowhide and PU leather, meanwhile, are usually from Thailand, South Korea, Taiwan, India and mainland China. Nylon and polyester mesh, as well as the plastic and metal accessories for bags, wallets and purses, are typically from mainland China and South Korea. Makers also source metal accessories from Japan, usually for high-end items.

Headwear & neckwear: Five- and six-panel baseball caps come in cotton, polyester or acrylic. Fitted and adjustable designs are offered, usually with printed, embroidered or embossed logos or patterns.

Wraps such as scarves and shawls are often made of cotton, linen or silk. Fringe ends, embroidery and beadwork are the common embellishments.

Cotton is available in the cities of Hanoi and Ho Chi Minh, as well as the provinces of Binh Duong and Dong Nai. With domestic cotton supply falling short of demand due to the country’s robust textile and apparel industry, many makers also import cotton from mainland China, Taiwan and South Korea.

Silk for scarves and other types of wraps are sourced from Hanoi or An Giang province.

Plastic straps, buttons, buckles and other accessories for caps are procured in Ho Chi Minh City and the provinces of Binh Duong and Dong Nai.

Fashion jewelry: For fashion jewelry, Vietnam supplies a wide range of rings, bracelets, necklaces, earrings and brooches. Choices in terms of materials include buffalo horn, agate, quartz, coral, howlite, opal and synthetic turquoise. For wooden beads, among the options are ebony and agarwood types from Hanoi.

Buffalo horn is available in Vietnam, but makers also source the material from Africa. Agate and synthetic turquoise are imported from India, while quartz, opal, agate, coral and howlite are usually from China.

Designs

Suppliers of fashion accessories and jewelry offer a diverse range of designs, from simple, classic styles to novelty models and designs featuring intricate embroidery, sequined patterns, beadwork and other embellishments.

With an average of three to five R&D staff on hand, makers are able to develop 10 to 15 new models each month. Companies are also able to customize products to buyer requirements. Suppliers can provide samples within seven to 15 working days.

Makers achieve different looks mostly through the use of colors and patterns. Many are also expanding product options by offering novelty shapes.

In bags and wallets, brocade designs with colorful patterns are popular. For simple classic styles, some makers are going beyond the traditional black, brown, red and gray, and are offering designs in pastel shades such as light pink or light blue.

Floral patterns are common for drawstring bags and totes. A number of companies are also adopting symmetrical and geometric patterns in black, gray or white for a more defined and architectural look.

Baseball caps come in various colors, with red, blue and black among the most common. Silk jacquard and twill wraps are also offered in different colors, including pastel and vivid shades. Orange, violet and blue are some of the popular hues for scarves and shawls.

For silk ties, stripe patterns featuring red, violet or gray-green are on trend.

Square, oval and circular donut or ring beads are common in chain bracelets and necklaces. Designs featuring beads in the shape of buttons, beads, tubes, daggers and flowers are also offered. To vary the look of their models, makers are using different bead shapes in a single design.

For beads made of quartz and stones such as opal and agate, several makers are opting for organic shapes, which typically have uneven and rough surfaces.

Cuff bracelets come in plain circular designs or with cutout swirl, geometric or floral patterns. Faceted models are also available.

Horn jewelry are often in their natural colors, which include ivory, brown and black, but suppliers offer lacquered and painted pieces in various colors. Pieces can come in solid colors or multicolor designs.

Besides colors, shapes and patterns, makers of bags, wallets and fashion jewelry are diversifying their selections by pairing different natural materials in one product, or by using these with synthetic inputs.

In bags and wallets, this is reflected in the use of genuine or synthetic leather handles and straps in handwoven bamboo, rattan and seagrass designs. Buffalo horn handles, meanwhile, are paired with mother-of-pearl bag exteriors.

The combination of buffalo horn and mother-of-pearl is also seen in costume jewelry. Makers are also pairing horn with leather.

Manufacturing & QC

Production is generally semi-mechanized, with some products requiring more manual processes than others due to their construction or the intricacy of the design. Silk shawls and scarves, for instance, are 100 percent handcrafted.

Among the most vital machines in the production line are those for cutting, sewing, printing and stamping. Manufacturers often import equipment from Taiwan, mainland China, South Korea and Japan.

In the production of bags, wallets, baseball caps and wraps, preparation of the raw materials, sewing and assembly are typically done in-house. Weaving of bamboo or rattan parts, knitting, crocheting, beadwork and embroidery are often subcontracted to small workshops in craft villages.

In fashion jewelry, cutting, forming of the beads and other pieces, and polishing are typically done with the aid of machines. Jewelry pieces that feature gemstones such as agate, quartz and synthetic turquoise also go through stonesetting, a process done in-house.

QC is generally conducted at various stages of the production process, from raw material inspection to final product testing. At most factories, quality checks are conducted by five to seven people. Large companies, however, may have more personnel.

Across all categories, QC staff typically check if all product details are consistent with buyer specifications. The types of inspections and tests conducted depend on the products offered.

Leather bags, for instance, are checked in-house for their smell, functionality, colorfastness, durability, seam strength, load capacity and zipper twisting. Makers also send products to third-party agencies for chemical testing on buyers’ request.

For baseball caps, QC personnel check if the textile, color, shape, print and design are consistent with buyer specifications. The products are also checked for stains, colorfastness and untrimmed threads.

Necklaces, bracelets and other pieces of jewelry are typically checked against a master model. Lacquered and painted pieces are checked for stains.

For pieces with gemstones, soldering will be tested to ensure that the latches are reliable to contain the materials.

Many companies follow ISO 9001 guidelines. Products for export comply with internationally recognized guidelines such as those of REACH, an EU regulation on the registration, evaluation, authorization and restriction of chemicals. Suppliers also follow the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

Fashion accessories and jewelry are usually ready for delivery within 30 to 40 days after order confirmation.

Pricing

Across all categories, the price is set depending mainly on the product’s materials, size and design intricacy.

In bags and wallet, for example, genuine leather models are generally more expensive than those made of synthetic leather, bamboo or cotton canvas. Among genuine leather types, designs that use crocodile, alligator, ostrich or snakeskin are typically priced higher than cowhide versions.

Clutch or travel wallets with exteriors made of bamboo, cotton or PU leather are widely available for less than $35. Models made of cowhide, snakeskin, crocodile skin and ostrich skin can exceed $50. Embroidery, beadwork and other embellishments push up quotes.

In baseball caps, five- and six-panel models made of cotton twill, polyester mesh or acrylic are typically offered for less than $5. The selection includes fitted and adjustable designs with embroidered logos or patterns.

For wraps, mulberry silk models that are 75 to 80cm long are offered for less than $10. More expensive pieces are typically made of handwoven models.

Buyers looking for fashion jewelry can find necklaces, earrings and bracelets made of buffalo horn for less than $10. Pieces made from domestically sourced horn is priced 10 to 15 percent lower than those using imported horn. A lacquer finish pushes up quotes by 15 to 20 percent.

Most interviewed suppliers plan to keep their prices stable in the next six months because they are anticipating production costs to remain at current levels.
